Mr Ugyen Thinlay holds a Master of Business Administration (MBA) from Webster University, St. Louis, Missouri, United States. He completed his undergraduate studies at Sherubtse College during its affiliation with the University of Delhi. In addition, he has undertaken several short-term professional development programmes ranging from three weeks to six months in Bhutan, Singapore, and Australia, with a focus on human resource management, administration, and parliamentary documentation, including exposure to Hansard processes in Canberra.

Mr Ugyen has served as a Senior Lecturer in the Business Department at Royal Thimphu College, where he taught a diverse range of subjects, including International Business, Business Ethics, Negotiation, Research Methods, Marketing, Analytical Skills, and Tourism. His professional experience also includes roles as Assistant Documentation Officer at the National Assembly Secretariat, Royal Government of Bhutan; Assistant Manager in the Human Resource and Administration Department at Bhutan Power Corporation Limited; and SEO Consultant at Domain.com, Inc., Boulder City, Nevada, United States. He has also worked as a licensed senior tour guide in Bhutan, reflecting his broad engagement with both academic and industry sectors.
His research contributions include collaborative publications on financial performance analysis and green human resource management practices in peer-reviewed international journals. These publications reflect his engagement with applied research and interdisciplinary collaboration within the academic community.
