Norbuling Rigter College (NRC) was established with a clear purpose: to widen access to quality higher education in Bhutan and to prepare students for meaningful participation in society. From the beginning, the College was guided by the belief that higher education should combine academic rigour with ethical values, social responsibility, and practical relevance.
In its early years, NRC began with a modest intake of students and a limited number of academic programmes. The focus during this formative phase was on building strong academic foundations, recruiting committed faculty, developing curricula aligned with national frameworks, and creating a disciplined yet supportive learning environment. Close student–teacher engagement and values-based education were central to the College’s approach.
As the College grew, its academic offerings expanded in response to emerging educational and development needs. Teaching and learning practices evolved to encourage critical thinking, discussion, and real-world application. Research, fieldwork, internships, and community engagement gradually became integral to the student learning experience, reinforcing the College’s belief that education must remain connected to society.
A key aspect of NRC’s journey has been its sustained focus on quality and institutional development. Academic governance systems, assessment practices, student support services, and administrative processes were steadily strengthened to ensure transparency, accountability, and continuous improvement. This commitment to quality was formally recognised when NRC was awarded Grade “A” accreditation by the Bhutan Quality and Professionals Certification Authority (BQPCA) under the Ministry of Education and Skills Development, Bhutan.
Alongside academic development, NRC has invested in campus infrastructure, learning resources, and co-curricular opportunities to support holistic student growth. Leadership development, community service, and student participation in national and international forums have become important elements of campus life.
Today, Norbuling Rigter College stands as a growing and credible institution within Bhutan’s higher education landscape. Its journey reflects a balance between access and quality, tradition and innovation, and aspiration and responsibility.
